IMF Demands Ruto Government Account for Ksh335 Billion Securitised Funds as Public Debt

The International Monetary Fund has fired a direct shot at President William Ruto's government, demanding that Kenya count Ksh335 billion raised through future tax pledges as official public debt. This IMF directive strikes at the heart of Ruto's infrastructure financing strategy and complicates Kenya's push to secure a new IMF lending programme. The government has quietly used future tax revenues to fund roads, railways, airports, and stadiums—without adding those obligations to the national debt register. Now, the IMF wants full accountability, and Treasury Cabinet Secretary John Mbadi has little room to manoeuvre. The IMF's reclassification demand exposes how Kenya has quietly accumulated hidden debt, and Ruto's government must now choose between transparency and the infrastructure legacy it desperately wants. How Ruto's Government Has Been Hiding Ksh335 Billion in Securitised Funds Off Its Debt Books The Kenyan government has raised at least Ksh335 billion—roughly USD 2.6 billion—by securitizing specific future tax flows. In plain terms, the government pledged tax money it had not yet collected as collateral to borrow cash today, then used that cash to build major infrastructure projects across the country.

This approach allowed the Treasury to fund construction without officially recording the obligation as a loan. The money funded roads, railways, stadiums, and airports, but it never appeared on Kenya's national debt register. It was, in effect, hidden borrowing.

The IMF has now called this out in a published report, stating plainly that such revenue "should be recognized as a debt liability under the international statistical standards." The Four Infrastructure Projects Sitting at the Centre of the Controversy The IMF did not speak in vague terms. It named specific projects and traced exactly how the government pledged different tax streams to finance them.

The sports levy is funding Talanta Stadium, Kenya's planned new national stadium. A fuel tax is bankrolling the Mau-Rironi Summit Dual Carriageway. An import duty is financing the Standard Gauge Railway extension from Naivasha to Malaba, a critical cargo route. And a passenger tax has been earmarked to fund a major upgrade at Jomo Kenyatta International Airport.

These are not small projects. They sit at the centre of Ruto's big-ticket infrastructure agenda. Reclassifying their funding as debt means the entire financing model the government has used to push these projects forward now faces a formal challenge from one of Kenya's most powerful external partners. The IMF Gives Kenya Two Options—and Neither Is Comfortable The IMF did not just flag the problem. It told Kenya exactly how to fix the reporting. The fund laid out two options for how the government must record securitization proceeds going forward.

"Securitization of future revenue should either be treated as a loan to the securitization unit or as direct borrowing of the government," the IMF stated. Both options land in the same place: the money counts as debt. There is no third route that allows the government to keep these funds off-balance-sheet.

Financial experts warn that forcing this reclassification will increase Kenya's official borrowing levels, tighten existing debt thresholds, strip away the government's off-budget financing flexibility, and subject all similar deals to far stricter IMF and market scrutiny going forward. Kenya has repeatedly borrowed from the IMF to stabilize its economy, but each loan comes with strict conditions that squeeze public spending and slow growth. CS Mbadi Has Resisted This Reclassification Before—But His Position Is Weakening Treasury CS John Mbadi has not been silent on this issue. He has previously pushed back against the IMF's position, arguing that securitized financing sits off the government's balance sheet and should not be classified as debt. His argument rests on the technical structure of the deals—the tax revenues go through securitization units, creating enough distance to argue the government is not the direct borrower.

The IMF has now shut that argument down in writing. This pressure landed at a particularly sensitive moment. On Monday, April 13, 2026, Kenya's top economic officials — CS Mbadi, Principal Secretary Chris Kiptoo, and Central Bank of Kenya Governor Kamau Thugge — met IMF Managing Director Kristalina Georgieva at IMF headquarters in Washington, D.C., during the 2026 Spring Meetings.

The talks covered Kenya's macroeconomic performance, inflation, reform priorities, and the economic fallout from the Middle East conflict. The IMF signaled its willingness to support Kenya through policy advice and financial assistance—but that support comes with conditions, and accountability for the Ksh335 billion securitized funds appears to be firmly on the table.

For a government already navigating fiscal pressure, a strained relationship with lenders, and public anger over taxes, the IMF's reclassification demand adds another serious weight to an already heavy load. Ruto's infrastructure legacy projects may now carry a price tag the Treasury can no longer hide.

She also served as adjunct faculty at Montgomery College in Maryland, teaching physics laboratory courses.

From 2004 to 2007, Koch worked as a research associate in the United States Antarctic Program, spending three and a half years across Arctic and Antarctic regions. She completed a winter-over season at the Amundsen-Scott South Pole Station, where temperatures plunged to -111°F (-79.4°C).

She served on firefighting teams and ocean and glacier search-and-rescue teams—experiences that forged her mental resilience and physical toughness.

Hydroseeding is a modern way of planting grass and other vegetation by spraying a liquid mix of seed, mulch, and water onto bare soil instead of spreading dry seed by hand. What is hydroseeding? In hydroseeding, contractors mix grass seed, water, mulch, and often fertilizer, tackifiers (binders), and sometimes lime or polymers in a tank to form a slurry. This mixture is then sprayed under pressure over prepared ground using a machine called a hydroseeder. The mulch in the slurry helps keep the seed in place, protects it from sun and wind, and holds moisture around the seed so it can germinate evenly. Because the mix is applied as a liquid, it can reach large areas and awkward slopes much more easily than traditional dry seeding. Hydroseeding is a cost-effective and efficient method for establishing grass over large areas. Advantages of hydroseeding Hydroseeding usually costs less than laying sod, especially over big areas, while still giving thicker, more uniform coverage than most hand‑seeding. The slurry allows for very even distribution of seed, which reduces patchy growth and the need for reseeding. Grass grown directly from hydroseed develops deep roots in the local soil, which helps it handle drought and stress better than some sod that struggles to knit into the ground. The method is also efficient in labor: a small crew with a hydroseeding unit can cover ground much faster than workers broadcasting seed by hand or laying turf. How fast does it grow, and how is it maintained? Most grass species used in hydroseeding germinate in about 7–14 days if they are kept moist, and the first cut is usually possible in 4–6 weeks. As with any new lawn, good results depend on watering, fertilizing, and mowing correctly during the establishment phase. Once established, a hydroseeded lawn or slope can last for many years and, with deeper roots, often needs less repair than poorly laid sod or patchy hand‑seeding. When the Chief Principal of St Mary's Kibabii National School in Bungoma, Mr Nicodemus Ogeto, successfully lobbied for the school to be granted National School status in 2025, little did he know that this would be the genesis of his tribulations. Political pressure mounts at St Mary’s Kibabii National School in Bungoma as local leaders push for the removal of Principal Nicodemus Ogeto, triggering tension among students and church leadership.

Since January 2026, a powerful cartel of Bukusu politicians has been spearheading the forcible removal of Mr Ogeto, simply because he doesn't belong to the Bukusu sub-tribe's local community.

The intention of these virulent politicians is to install Mr John Omurunga Wafula, a local community member who is currently the headteacher of Goseta Boys High School, Trans Nzoia County.

The threats have been so intense that the students, who seem frustrated by the political drama, almost staged a demonstration last night in defence of their principal, Mr Ogeto.

It took the wisdom of the Principal, together with that of the Bishop of the Bungoma Catholic Diocese, Rt. Rev. Bishop Mark Kadima, to calm the impending student demonstrations.

Bishop Kadima has stood with Mr Ogeto, vowing to support his stay. According to the Bishop, Mr Ogeto has revamped the school, which had fallen into the pits.

When Mr Ogeto joined the school as principal, it had a low enrolment of just 800 students due to its poor public image.

So bad was the discipline of the school that in July 2015, the school was awash in the mainstream media because 19 boys were caught in a homosexual scandal. In March 2018, just before Mr Ogeto became the principal, four students were arrested by the police after they sneaked into the nearby Cardinal Otunga Girls' High School.

Since 2023, the school has been recording impressive performances in academics, sports and other competitive activities, such as music and drama.

Currently, they are the Bungoma soccer champions.

The school now has an enrolment of 3,000 students, an indication of positive progression.

The Ministry of Education should intervene to stop political meddling in the school, as this will return it to its dark days.

If this political drama is not stopped, it will spiral into a national catastrophe of politicians demanding the appointment of their kin and kith as heads of local public institutions.

There are other murmurs similar to these at St Mary's Kibabii Boys High School, about the same local politicians demanding the appointment of a Vice Chancellor to head Kibabii University following the death of the DVC, Donald Siamba, last month.

In September 2016, local North Rift politicians stormed Moi University to protest the appointment of Professor Ayiro as acting Vice Chancellor, citing tribalism and demanding a local appointee.

The professor left in the middle of the melee, and since then, the university has been on a downward spiral toward oblivion.
