Many wondered what was it all about. But typical of abusive marriages, one partner can decide to always shift the goal posts and make life a living hell for the other. One would think that the emphasis to register people for Huduma Namba or to give them e-Passports is pegged in efficiency in service delivery by the government of Kenya (GoK), but that is not usually the case.
