The Executive Office of the President is facing scrutiny over KSh14.5 billion in pending bills for the 2023/24 financial year, most of which stem from the defunct Nairobi Metropolitan Services (NMS).

Officials told Parliament that KSh14.1 billion represents inherited liabilities, while only KSh386 million was incurred by the office during the year.

The Auditor-General warned that unpaid bills disrupt budget execution and strain future spending. Lawmakers questioned weak documentation and verification processes.

With rising concerns over overspending and fiscal discipline, the issue highlights deeper weaknesses in public finance management and the need for stricter controls on government liabilities and budget implementation.
