Nairobi City County is grappling with a fresh crisis after the Kenya County Government Workers Union (KCGWU) advised its members to down tools over unpaid September salaries.

In a letter dated September 17, 2025, addressed to Nairobi County Secretary Godfrey Akumali, branch secretary Calvince Okello said the delay in salary payments had left workers unable to meet personal and family obligations, adding that the union could no longer allow staff to continue regular duties under the current circumstances.
“This situation has rendered staff unable to attend to personal and family obligations, including commuting to work. As the county management resolves the salaries issue as per circular NCC/CS/GA/832 dated 9th September 2025, the union hereby advises our members to SLOW DOWN their services to the county, and those unable to commute to duty to STAY AT HOME until salaries are credited to their accounts,” he stated.

The situation has been compounded by reports that the Cooperative Bank has declined to provide salary advances.
With the County Revenue Fund (CFR) standing at Sh700 million against a Sh1.7 billion wage bill, City Hall workers remain demoralized and frustrated.
This development comes barely a week after embattled Governor Johnson Sakaja survived an impeachment motion, adding further strain to the county’s administrative operations.
