Corrupt County Commissioners Siphoning Huduma Kenya Funds Under The Nose Of EACC 

PHOTO CAPTION: Chief Executive of Huduma Kenya James Muhati Hours after a whistleblower exposed horrendous mismanagement and embezzlement of funds by the Huduma Kenya Secretariat, some affected parties have gathered the courage to speak out on the appalling state of affairs on the ground. From the look of things, demotivated Huduma staff have lost confidence in the administrative delegation headed by CEO James Buyekane. In the latest submission forwarded to our news desk, a trusted source has disclosed that the rot at Huduma Kenya is devolved down to all the 52 centres across the country. Greedy County Commissioners who operate as patrons of the posts liaise with their juniors to ensure that they share everything that is sent from the top office amongst themselves. This leaves most of the centres critically underfunded, despite the state establishment enjoying a budget of over Sh1Bn. Surprisingly, this blatant theft is done right under the nose of the Ethics and Anti-Corruption Comission (EACC) which harbours an office at every Huduma Centre. As noted in our previous publication, even the fuelling of vehicles has proved a major problem.

The issue of delayed salaries is another painful thorn they have to bear. Employees are now crying out for a restructuring of the centres to curb the vicious looting of public resources. "Hi Nyakundi. Following the matters raised about Huduma Secretariat, I would like to inform you that the rot there is also devolved up to Huduma Centres. The County Commissioners are the patrons of Huduma Centres at every county level. They delegated the roles of running the centres' day-to-day activities to Assistant County Commissioners (ACC) formerly DOs. This is where the real corruption happens. The AIEs sent are shared between the County Commissioner and the ACC. No money for operations at all Hudumas currently. There is an EACC office inside every Huduma Centres with a limited role. I urge the new President to restructure the Hudumas. Each of the centres can be run by those EACC officers on behalf of the secretariat, thus will lead to a reduction of the embezzlement of the funds and sending those ACCs back to their offices," the source writes.
