On November 11, 2019, Embu Governor Martin Wambora filed a petition with the Embu High Court, seeking to halt the implementation of a resolution by the Embu County Assembly that suspended revenue collection in the county.

The resolution, which was moved by Deputy Minority Leader Newton Kariuki, aimed to pave the way for investigations into corruption allegations against county officials.

However, Governor Wambora argued that the resolution would cripple the county government's operations, leading him to seek a conservatory order to have it halted.

He also urged the court to certify his petition as urgent, requesting that it be heard and concluded in the shortest time possible.

The case, which is scheduled for hearing on November 14, 2019, has listed Embu County Assembly Speaker Josiah Thiriku, Clerk Jim Kauma, and three chief officers as respondents and interested parties, respectively.

On November 11, 2019, Hon. Lady Justice Florence Muchemi issued a ruling, granting a conservatory order that restrains the Embu County Public Service Board and County Secretary Jason Nyaga from implementing the resolution pending the hearing and determination of the suit.
