Treasury Restores Judiciary Budget After Maraga's Outburst

On November 8, 2019, the National Treasury restored the Judiciary's budget, which had been cut by Ksh. 2.89 billion, following Chief Justice David Maraga's outburst over lack of funds.

According to a letter from Chief Registrar Anne Amadi to the Law Society of Kenya (LSK), the implementation of all approved activities would proceed as planned.

"We wish to confirm that the National Treasury has restored the Judiciary Recurrent and Development budget FY 2019/2020," the memo reads.

The budget cut had seen a drastic reduction of Ksh. 1.49 billion from the recurrent expenditure and Ksh. 1.4 billion from the development expenditure.

Chief Justice Maraga had raised the red flag immediately the Treasury announced the budget cut, warning that it would compromise the work of the courts.

Several courts sitting had already been suspended, and a number of courts, such as the Court of Appeal in Nyeri, had closed indefinitely, worsening the already overwhelming backlog of cases.

As a result of the budget cut, the Judiciary had also suspended all mobile court sessions and service weeks planned for the period of October to December 2019.

Additionally, all retreats and workshops outside the work station, unless there was donor funding or for statutory requirements, and unless for highly specialized courses, had been suspended.
