The agent, who claimed to be a journalist, was seen taking strategic positions inside the polling center to capture each voter using a mobile phone.
Angry residents pounced on him, demanding reasons for the pictures before he was whisked away by police, who confiscated his phone as evidence.
The suspect was reportedly not a resident of Kibra constituency and lacked official identification to justify his presence at the polling center.
Just minutes earlier, another middle-aged man was caught bribing voters in Lindi, Kibra, in a last-minute voter swaying attempt.
The Kibra parliamentary race had been touted as one of the most hotly contested by-elections, with political umbrellas declaring it a litmus test for the 2022 General election.
