On October 18, 2019, Kisumu MCAs made a crucial decision to approve two county executive nominees to join Governor Hillary Barchok's Cabinet, bringing an end to her operation without a quorum.

The approved nominees are Joseph Kiprono Terer and Joseph Kipchumba Towett. Mr. Terer will head the roads, public works, and transport docket, while Mr. Towett will oversee agriculture, livestock, and co-operatives.

During the vetting process, Mr. Terer proposed an innovative solution to reduce fuel costs and alleviate the transport budget burden. Mr. Towett, on the other hand, expressed his commitment to revitalizing the agriculture department and boosting the local economy.

Upon their appointment, Governor Barchok congratulated the new executive members and urged them to prioritize service delivery while maintaining integrity.

Mr. Terer and Mr. Towett have pledged to work diligently to ensure the delivery of essential services to the county residents.
