October 13, 2019, marked a significant shift in the political landscape as Majority Leader Aden Duale publicly declared his support for a constitutional referendum, a stance that directly contradicts his long-time ally, Deputy President William Ruto.

Speaking in Garissa over the weekend, Duale emphasized his commitment to a parliamentary system, stating that he would support any amendments that promote inclusivity, including expanding the Executive.

“I am still supporting parliamentary system. If there are amendments, I am still with Raila on this. Inclusivity is not only at the lower level. It must also be at the presidency. Anybody who wants to lead must support parliamentary system,” he said.

Duale's statement has sparked a heated debate, with DP Ruto and his allies vowing to reject any amendments that seek to expand the Executive. Ruto has publicly rejected the proposals, labeling them as a ploy to serve the selfish interests of ODM leader Raila Odinga.

Despite Ruto's opposition, Raila Odinga continues to gain momentum, winning over key allies such as Kirinyaga Governor Anne Waiguru and now Aden Duale, who have previously been at odds with the ODM leader.
