Kenya is a criminal state with good laws but weak implementation.
According to the laws of Kenya, every employee should take home at least 1/3 of his basic salary. This is after deduction of all statutory obligations and other deductions i.e the net salary/take home should be at least 1/3 of the basic salary.
However, at the Kenya Police Sacco, officers are taken advantage of, no financial advisory is going on as most are committed to loans till their payslips net salary read Sh0, sometimes negative.
The reason for the above might be partly due to nepotism in the hiring of Sacco staff and the impunity that the police are known for.

LOAN TOPUPS are a tickling time-bomb to officers, as it is rendering officers poor day in day out. Someone acquires a 5yrs loan of 900k to top up 700k, meaning take home will be less than 150k after 10% charges on the initial balance.
The following month the payslip appears with a 1k, our cry is if the Sacco can suspend loan topups for may be say 5 or so years at least officers will be back to roots (stability).
