A Grader on the contentious road

This incident started last year in February 18th on a Sunday, my Brother Wilfred was attending Church Service at St Mathews Anglican Church Simmerro Rangala when he received a call that the County Government of Siaya unilaterally descended on our property named on the attached Court Order with a Motor Vehicle Registration Number KHMA 575K, Shantui SD22 Caterpillar thereby obliterating the boundaries thereon which initially revealed the full extent of the suit properties, and causing serious damage thereon.
My brother reported the Matter to Ugunja Police station OB number 17/8/2/2018. Our Lawyers fought hard to obtain the above Court Order.
But yesterday, the same incident happened again, and the County Government tractor descended on our land/suit properties, obliterating boundaries thereof and causing a lot of damage.
Going by the pictures that I have enclosed we again reported this matter at the said Police station OB number 23/24/05/2019.
The OCPD one Mr. Marwa was very arrogant and declined to enforce the Court order,telling my Brother to get a Court order.
The only problem is that, if we are to get a court order again my Brother will have to pay some fee for them to act, the Area Chiefs are all compromised to look the other way while the destruction was going ahead.
From the sources on the ground, an MCA of Siaya County Mr Joseph Wandera was the one behind the destruction talking in Baraza that they will put a road by force we cannot stop them, assisted by one Female land broker Cartel Janet Okumu and a rogue Land Cartel one Yahuma Peter Okoko who got my Brother Wilfred arrested for the same relating suit but the Charges were dropped yesterday.
Yahuma was at Siaya land board but was dismissed because of Land Matters, People are suffering because of this Man. Most of them are poor people who cannot afford legal representation.
Any time there is a destruction to the said properties and report to the AP's Police at Simenya Police Post, they are not willing to enforce the Court order unless you pay them some money.
The Area Chief Otieno Muliro and Assistant Chief Barack Olando declined to distribute the suit summons telling my Brother to go and collect them from a local Bar in Sidindi called Sikoka.
He directed my brother to a Bar maid. All these People are in the pocket of the MCA Sidindi ward Joseph Wandera and Yahuma Peter Okoko.
