Weeks after public outrage over his continued use of a government vehicle, former KEWASCO Managing Director Erick Kibii Siele has again been spotted behind the wheel of the same Toyota Rav4, raising new questions about the enforcement of asset return protocols and whether the ex-official is plotting a quiet comeback.
Multiple witnesses report that Siele is still actively using the navy blue Rav4 (Reg. KCR 011J) long after his official tenure ended on July 2, 2025. The car, previously fitted with government plates, remains in his control, allegedly being used for non-official purposes across Kericho County.
It is now fitted with private number plates.
A source familiar with the matter said the vehicle had already been reported missing, with an official complaint filed at the Kericho Police Station.
Despite this report, the vehicle remains in open use and was recently observed parked in public while the former KEWASCO boss interacted with a man believed to be a local law enforcement officer.
The incident, witnessed within Kericho town, has added a new layer to the ongoing controversy, suggesting that state actors, or individuals linked to them, are either unwilling or unable to act on the complaint.
This development has intensified suspicions of a compromised enforcement environment within the county, where rules governing the return of public assets appear selectively applied or outright ignored.
There are also murmurs that elements within the DCI office in Kericho are compromised.
Reports now suggest that Siele could be positioning himself for an unlawful return to office, or that his continued possession of the vehicle is part of a broader effort to signal influence and dominance within the county’s water sector.
A source familiar with local politics described the situation as “impunity in plain sight,” questioning why enforcement officials have taken no action even after the matter was reported to the County Commissioner, the DCIO, the Government Check Unit, and logged in the Kericho Police OB. "Hi Cyprian. This motor car, KCR 011J, Toyota Rav4, belonging to KEWASCO, a WSP in Kericho, has been reported at Kericho Police Station as missing. Yesterday evening, the officer, Mr. Kibii Siele, former MD KEWASCO, seen standing in a suit, talking to a DCI officer attached to the Kericho office, is freely driving the government vehicle now on a private number plate... The IMPUNITY in the UDA Government is indeed beyond measure. It seems the DCI Kericho is compromised." This follows a previous incident where the same Rav4 was seen speeding along the Kericho Nakuru Highway, tailed by a Subaru Forester reportedly registered to the Kericho County Officer for Water.
With formal complaints already on record, the continued public use of the vehicle suggests that existing checks on former public officials are either broken or ignored.
The silence from KEWASCO and county authorities has only deepened speculation.
The situation now poses a larger question.
