PAYMENT FOR NO WORK DONE AS PER THE PFMA AND REGULATIONS AND OVERPAYMENTS. So, as per the second supplementary budget FY 17/18, the upgrade of Engineer Hospital is a flagship project that was allocated Ksh. 7.35 million. However, as can be seen, there are payments on 5th and 7th July 2018 21.4m and 22.6m respectively
