So, as per the second supplementary budget FY 17/18, the upgrade of Engineer Hospital is a flagship project that was allocated Ksh. 7.35 million. However, as can be seen, there are payments on 5th and 7th July 2018 21.4m and 22.6m respectively

So, as per the second supplementary budget FY 17/18, the upgrade of Engineer Hospital is a flagship project that was allocated Ksh. 7.35 million.
However, as can be seen, there are payments on 5th and 7th July 2018 21.4m and 22.6m respectively, towards the same project as authorized by senior officials.
This is payment for no work done as per the PFMA and Regulations, as well as an overpayment of 36 Million Shillings.
