Residents of North Horr Constituency in Marsabit County are calling for a formal investigation into what they describe as fraudulent, deceptive and failed health infrastructure projects reportedly executed under the leadership of their area MP, Adhe Guyo.
In a written complaint addressed to the Ethics and Anti-Corruption Commission (EACC), concerned constituents have alleged that two dispensary projects, one in Barambate (North Horr Ward) and the other in Toricha within Arano Sub-location (Maikona Ward) were declared complete and operational, while in reality, neither has provided any health services to the public. North Horr residents have petitioned the EACC to investigate MP Adhe Guyo over alleged fraud in dispensary projects reported as complete but found to be non-existent or non-functional.
The residents allege that no structure exists in Barambate despite official documentation purporting its completion.
In the case of Toricha, although a physical building has been put up, the facility remains unusable due to the absence of medicines, staff and functioning equipment.
The letter further points to an incident earlier this year in which an infant reportedly died en route to Maikona while attempting to access emergency treatment, a tragedy attributed to the non-functional status of the Toricha dispensary.
The complainants question why allocations made for installations and staffing were either misapplied or not implemented altogether, stating that the community continues to live without the medical care that was publicly promised and documented.
They now want the EACC to conduct a full inquiry into the allocation, disbursement and use of public funds for these health projects during the referenced financial year, as well as investigate the government officials and contractors who oversaw their planning and delivery. View document
