There are NGOs who are sponsoring the fear of recycling condoms by sex workers due to condom shortage!
The government is not ready to give the fearmongers money. These NGOs have been benefitting by sponsoring the " Condom crisis" mostly in western and lakeside counties.
According to Andrew Mulwa, the Director of Medical Services, Preventive Health there is a good number of condoms in the country and distribution is ongoing.

I have a property in Busia, Sio Port, I was there and there was nothing like such. I even went near the lake, and people there use condoms a lot. Anyways, if there exists a condom crisis, then it's small (one sub county, small part) and has been blown out of proportion. Why is the Civil Society Organisations (CSOs) in the health sector alleging that the country had once again run out of condoms?
There is an established regulatory framework governing the registration and coordination of the CSOs, however, thousands of active CSOs are not registered.
CSOs are supposed to operate on a non-profit basis. But, what is happening here is that some have been faking and publishing false figures in order to get budgetary allocations from the National and County governments
