MCAs Impeachment Push Exposes Ghost Suppliers Tied to Governor Sakaja

Over 80 Nairobi City County MCAs have vowed to impeach Governor Johnson Sakaja amid revelations that hundreds of millions of shillings were irregularly paid to companies allegedly linked to him and his close allies. Questionable Payments to Proxy Firms Documents seen by Nyakundi Reports indicate that at least 50 companies connected to Sakaja’s appointees and associates were flagged for receiving irregular payments amounting to hundreds of millions of shillings. On 13th July 2023 , just days before the end of the 2022/2023 financial year, a cluster of companies was paid Sh290,331,364 . Insiders claim the county may have lost up to Sh500 million in the same rush by the Finance Department to clear funds through questionable transactions. Another group of firms allegedly linked to Sakaja’s inner circle pocketed an additional Sh60,942,854 around the same period. Flagged Companies and Payouts Among the firms cited are... Lakev Enterprises Ltd – Paid Sh15.4M and Sh8.9M under LPO 5314. Linked to clerical officer Kevin Musamia , a close Sakaja ally, and run by proxy Felista Queen Akosa . Kevin Musamia-the clerical officer at the health department. Istanbul Investment Company – Received Sh15.2M, allegedly for “hot-air” supplies. Northern Rock Investment – Paid Sh19.6M for unverified works. Brighton Pharmaceutical – Pocketed Sh18.5M despite county policy of sourcing drugs directly from KEMSA. Other companies listed include Yehg Logistics, Remont Services, Wesca Enterprises, Zaas Enterprises, Jowa Agencies Ltd, Rar Awamimtech Ltd, Duli Enterprises, Zafi Traders K Ltd, Niftique General Suppliers Ltd, Westrift Holdings Ltd, and Rafseq Traders Ltd. Senior Officers Under Probe Asha Abdi The EACC is investigating senior county officers linked to the payments, including: Asha Abdi (Finance CECM) Kevin Musamia (Clerical Officer) Speaker Ken Ng’ondi Vincent Muhanji, Stephen Mafura, Denis Muia, among others. In November 2023 , 11 county officers were grilled at EACC over theft of Sh60M, with additional probes ongoing into suspicious payouts totaling Sh100M. Forged LPO Scandal Separately, the County Assembly was petitioned to investigate a fake LPO issued by Innovation CEC Mike Mayo Guyo , contracting Equipeit Enterprises to supply 60 Samsung Galaxy S23 Ultra phones at Sh375,000 each . The order turned out to be forged, leaving the supplier exposed to losses of Sh20M despite having delivered the devices. Frozen Accounts and Growing Crisis The financial turmoil escalated after the Kenya Revenue Authority (KRA) froze Nairobi County accounts over Sh2.8 billion in unpaid obligations. The Controller of Budget, Margaret Nyakang’o , also slashed the county’s supplementary budget, citing violations of the Public Finance Management Act. As a result, county staff remain unpaid. Insiders, however, claim that some officials feel untouchable under Sakaja’s protection. One was overheard saying: “Let them write even to the sky. So long as Sakaja is in office, he will shield us. Not even EACC or DCI can shake us.”
