The promotion, which came with his elevation from Major General to the powerful three-star rank of Lieutenant General, has set tongues wagging in security and political circles—he is now the man most likely to become Kenya’s next Chief of the Defence Forces (CDF). Ketter's rise is more than just a military appointment. It’s a major step in a carefully choreographed leadership tradition known as the Tonje Rules, which dictate the rotation of the country’s top military post. And with the current CDF hailing from the Navy, all signs point to the Army’s turn next—and Ketter is now the top Army man. Before taking charge of the Kenya Army, Ketter was the Assistant Chief of Defence Forces in charge of Personnel and Logistics (ACDF P&L). In this high-stakes role, he oversaw critical areas like recruitment, deployment, human resource planning, and logistical support across the Kenya Defence Forces ( KDF ).
These are key responsibilities that require strategic vision, trust, and experience—all qualities that have helped cement his reputation as a dependable leader within the military hierarchy.
His new position puts him directly in line to succeed General Charles Muriu Kahariri, the current CDF, who was appointed in May 2024 from the Kenya Navy.
According to Kenya’s long-standing internal succession tradition—widely known as the Tonje Rules—Ketter’s service in the Army places him in a strong position to become the 13th CDF when Kahariri retires, likely in 2028.
Named after General Daudi Tonje, who led the military between 1996 and 2001, the Tonje Rules ensure fairness by rotating the CDF position between the Kenya Army, the Air Force, and the Navy.
The last four CDFs have reflected this rotation: General Samson Mwathethe (Navy), General Robert Kibochi (Army), General Francis Ogolla (Air Force), and now General Kahariri (Navy). Next up, it seems, is the Army—Ketter’s domain. A Quiet Career Built on Strategic Strength Lieutenant General Ketter has flown under the public radar, like most of Kenya’s top military brass. Still, insiders describe him as a disciplined, forward-thinking officer who has worked his way up through the ranks with distinction.
Military records on the duration of service for top-ranking officers are typically kept confidential, but to reach the position of Lieutenant General, an officer must have served for at least 25 to 30 years.
That includes progressing through ranks like Second Lieutenant, Captain, Colonel, Brigadier, and Major General, and completing intensive military education and command duties.
Ketter’s rise, therefore, is not just based on time in service. It reflects years of leadership under pressure, proven decision-making in both combat and administration, and a deep understanding of Kenya’s defence priorities.
