PHOTO CAPTION: Garissa governor Nathif Jama Dismissed Garissa County staff have accused Governor Nathif Jama of overstepping his role by ignoring the County Public Service Board (CPSB) and dismissing thousands of legally recruited staff.
Writing to this blog on Tuesday, November 15, the disgruntled lot claims that the move was an unlawful process carefully disguised as an exercise to bust ghost workers.
They say that the dismissals were deliberately made in a carefully crafted mission to loot funds meant for recurrent expenditure.
Members of the Garissa CPSB are already planning to challenge the firings in court with the Chairlady and Secretary as plaintiffs. "Hi, Nyakundi, Staff in Garissa county who were legally recruited have been removed from the IPPD system deliberately at the expense of looting the monies meant for recurrent expenditure. Apart from arbitrary dismissals without official letters of Garissa County employees, Governor Nathif Jama has also overstepped his executive mandate by usurping the powers bestowed upon the County Public Service Board (CPSB) whose mandate is solely manpower recruitment and development. The CPSB tenure of office ends in 2026 and has vowed to go to court over these dismissals as well as the fresh hiring of staff by the Governor. The chair lady and the Secretary are alleged plaintiffs in a soon-to-be tabled Court injunction at the High Court or Labour Court. With CPSB spearheading legal remedy to Nathif's illegal dismissals, we call upon all affected employees to likewise follow suit by registering their complaints with any law firm of their choice instead of wasting their crucial time on a committee whose mandate is already flawed or illegal at FTC. Questions to be talked about include but are not limited to: 1. Why discard a workforce already drawing salary legally from GoK? 2. Why not involve GoK's devolution ministry? 3. Why was DPM not involved 4. Whose money were the sacked employees drawing? Is it from the coffers of Gsa County revenue collection kitty or GoK or a private entity that has long gone? 5. Why did the CGG not consider repercussions or ripple effect of such a large-scale dismissals vi's a vis security impact or economic impact? 6. Who specifically sanctioned these sackings? 7. If the sacking is legitimate as alleged by the Governor, why is he( Nathif) not telling us how much money was saved for Gsa County or returned to GoK coffers because we don't need it anymore? 8. Lastly, why did Governor employ over 270 new staff despite his purge on the bloated wage bill? Was this move meant at creating further vacancies for his kinsmen? In 2013, Governor was the 1st devolution Governor for Garissa. He took office and employed all clansmen plus he made them permanent and pensionable. ABK inherited a house already full. He mitigated a neutral approach and GoK allowed him to increase the wage bill to his current level to accommodate a balanced County staff. How come Nathif is reversing these gains accepted by GoK?" the source asks.
Days ago, Governor Nathif Jama sacked more than 3,000 names on the payroll following a human resource audit.
Governor Jama said a task force had been appointed where those complaining of unfair dismissal can present their case.
