Adding to this, tax exemptions and incentives rob the country of another Ksh103 billion each year. These exemptions, often pushed through with little transparency, benefit a few powerful firms and individuals. Meanwhile, public spending inefficiencies gobble up another five per cent of the GDP—roughly Ksh100 billion based on Kenya’s economic size.
Together, these losses total Ksh297 billion annually—enough to fund universal healthcare, double the budget for public education, or slash the country’s debt burden. But instead of development, Kenyans get more borrowing, more taxes, and less trust in government.
AfDB did not mince its words. The report blames “state capture” for much of the problem—where political elites influence laws, control procurement deals, and manipulate state institutions to protect their interests. These elites not only steal public funds, they also block efforts to reform the system.
The result? Investors flee. AfDB warned that Kenya’s legal system is seen as unpredictable and biased, deterring foreign investment. Businesses fear delays, arbitrary rulings, and opaque regulations—all signs of a weak rule of law. Parliament Silent as Billions Vanish Despite the revelations, Kenya’s lawmakers have shown little urgency. Just a day before the report was published, Members of Parliament gathered to vote on anchoring constituency funds into the Constitution—a move seen by critics as more political than economic.
While MPs debate how to secure more funds for their projects, they remain silent on the billions lost annually. Not one proposal has been tabled to tighten controls on tax exemptions. No motion has demanded action on illicit financial flows. There is barely a mention of the AfDB report in public forums.
This silence speaks volumes. It suggests that the very people elected to protect the public interest are either indifferent or compromised. By turning a blind eye, Parliament becomes part of the problem.
AfDB urged Kenya to end political interference in state decisions and strengthen independent institutions. But without pressure from citizens or civil society, that change is unlikely to come from within Parliament itself. Economic Growth Means Little When Graft Thrives Kenya’s economy is projected to grow by five per cent this year, up from 4.7 per cent in 2024. AfDB attributes this to a rebound in agriculture and services. But that modest growth is at risk of being wiped out by poverty, unemployment and inequality.
The report warns that economic growth could slow again to 4.8 per cent by 2026 if corruption and elite capture are not addressed. In other words, Kenya could grow poorer even as its GDP increases—a classic sign of an economy that works for the few, not the many.
And Kenya is not just losing money. It’s losing public trust. It’s losing the chance to lift millions out of poverty. It’s losing its future to a handful of well-connected elites.
In Transparency International’s 2024 global index, Kenya ranked in the bottom third for corruption perception—confirming what many Kenyans already know: that graft is not just an issue, it is the system. AfDB concluded that the only path to recovery is strong law enforcement and an independent judiciary. These institutions must be allowed to work without political pressure. Until then, Ksh297 billion will keep vanishing into thin air—while Kenyans are asked to tighten their belts.
