Details have emerged on how political analyst Mutahi Ngunyi and comedian-turned-politician John Kiarie were paid millions of shillings in National Youth Service scam. Ngunyi’s consultancy firm, Consulting House, was one of the firms that offered consultancy to NYS. No advertisements were made for consultancy work and thus the manner in which he landed the lucrative tender is questionable. For now, we have discovered that Ngunyi is among the so- called a team of technocrats working on Uhuru Kenyatta 2017 campaign strategy together with Peter Kagwanja, husband of embattled Interior PS Monica Juma. Ngunyi who is the owner of Consulting House was paid Sh38.9 million for consultancy services on the implementation of the NYS 5-Point Vision Strategy. Ngunyi has allegedly been blacklisted by international firms due to his operations style more so, when it comes to invoicing and payments. A shrewd operative who smells money even when in the toilet, Ngunyi, although himself portraying to be living a splash life, is said to be mean to his immediate family. Sources further say due to his influence in the corridors of power, his consultancy firm allegedly does not pay tax to Kenya Revenue Authority. Documents show, Ngunyi received Sh25 million in quarterly payments. He further received Sh10 million on May 27 and another Sh3.9 million on the same day as reimbursement costs. Documents reveal that he was paid Sh15 million on November 19 2014, Sh12.5 million on March 13 2015 and a further Sh12.6 million on April 10 2015. Documents further reveal that Ngunyi’s last invoice to NYS is titled “Consultant Services –NYS 5 Point Vision” Kiarie was an ODM Dagoretti seat aspirant. Popularly known as KJ, he made two invoices to NYS amounting to over Sh80 million through his company trading as Transcend Media. One of the invoices was dated May 21 2014 for Sh32.6 million and five days later, raised another invoice for Sh49.6 million also for consultancy services. Trascend Media has offices along Church Road in Westlands and during the coalition government of former president Mwai Kibaki and Raila Odinga, then as prime minister, Kiare using his ties with Raila had the firm land lucrative work with Kenya Power. Raila daughter Rosemary is linked to the firm as a director. Informed sources say when Jubilee won, Raila under pressure from his allies prevailed upon Uhuru to assist Transcend Media in getting government jobs. Investigations further reveal that KJ was paid for rebranding and designing TV adverts. He is also said to be the one behind the design of billboards that have been erected nationally on youth programmes. What is now raising eyebrows is that KJ’s company was handpicked and no competitive bidding was done. Another company awarded controversial tender is Desire Ltd. The company was awarded four contracts to supply 11,000 bags of rice at the price of Sh7,500 per bag. The price for one bag is Sh4,000. Another company trading as Bora Global was paid Sh167 million for supplying foodstuff including green grams and powder milk. Our source reveals the directors of Bora are the same as those of Fahaza Limited. They are Mohammed Sheikh Nuh and Hasfa Sheikh Nuh. They also supplied foodstuffs and machinery. Zeigham Enterprises whose directors are Junet Sheikh Nuh and Hussein Mohammed supplied machine belts and submersible water pumps. Tunasco Instaat was paid about Sh175 million for supply of leather boots while Brand Associates has been paid over Sh113 million for consultant services in NYS rebranding for media buying. Alpha Mercantile received about Sh13 million for supply of sugar. That Devolution and Planning CS Anne Waiguru has fallen out with NYS Director General Nelson Githinji is no secret. It is said Githinji who was a powerful man in Kibaki government was among those opposed to Uhuru presidential bid in 2013 together with Francis Kimemia, Mutea Iringo and Nick Wanjohi. Githinji was State House comptroller. Waiguru has now transferred an under secretary from the Interior ministry to her docket and created for him the position of NYS Senior Deputy Director General, or Githinji’s deputy. Those in the know, however, say that the officer, Adan Gedow Harakhe, has become more powerful than Githinji because he has been put in charge of all administration, procurement, finance and human resource, It is as a result of this that Kenyans of Somali origin names feature on the pay list. His transfer to NYS was communicated to Githinji through a letter dated November 27 2014 and signed by Devolution PS Peter Mangiti. The Chief of Staff and Head of Public Service Joseph Kinyua approved the transfer on April 24. Documents show that Harakhe started work at the NYS six months before the Public Service Commission approved the transfer. Another firm Fresco International associated with Christopher Thiga, Brian Kuloba and Michael Wamae was paid Sh124 million for supplying foodstuffs and over quoted prices.
