Last week, nyakundireport.com highlighted how a whistleblower lifted the lid on one of the most corrupt procurement practices by Kenyatta National Hospital.
Infinity Agency revealed that KNH had awarded tender worth millions to Jubilee Insurance after an illegal amendment was done on the Terms of Reference (TOR).
According to the whistleblower, the clause, ‘the underwriter must have a gross profit of 100million each year for the last 3 years (2020, 2019 & 2018) as per IRA reports’, was introduced so as to knock out all other bidders in Life underwriting services and only pave way for Jubilee Life assurance Ltd who would later win the said tender. After the expose, a series of events took place culminating in the panicky cartel plan to strike back, watering down the corruption allegations.

Good morning all,
We come back to you in regards to our previous correspondences in corruption in KNH PROCUREMENT OF INSURANCE UNDERWRITING SERVICES KNH/T/46/2021-2022. We bring to your attention that the mentioned parties in the scandal had a consultative meeting in regards to the subject matter.
As strategies to counter the issues raised, the parties agreed to water down the matter in the following ways: Request PPRA to continue giving a deaf ear to all the complaints raised by any stakeholder regarding the subject matter. PPRA to block any mails complaining on the Procurement irregularities in Kenyatta National Hospital. The mentioned parties in the scandal to form pseudo mails and send mails to the authorities masquerading as underwriters in the market and water down the allegations by purporting that the allegations are from people who had approached an underwriter to ask for money. We however wish to clarify that all the above strategies will not hinder us from achieving the objective of getting a solution and an end to the scam in the market. We followed the process from the start and we will be there at the end and we will remain very professional, ethical and objective in the whole process. Kindly also take note that we don't raise the issues here coz we are funded by anybody but we do so for the purpose of sobriety and transparency in the insurance industry. The tender was divided into two businesses: Life business and general business. Our main focus is in the Life business which was rigged and customized for Jubilee Life Assurance Company.
For avoidance of doubt, we have attached copies of the previous correspondences which the parties have alleged complaints were never made. The tender closed on 8th July and the complaints were made before and after the closing date. Please also note that we have hidden details and signatures in the documents but the same are available and filed with the different entities and are available as and when required. The attached are just but a few of the many complaints that were made. The other sensitive intelligence will only be availed in court when time comes. More details to follow.
The tender was awarded on 14th June 2021. CIC Life Assurance challenged the process with PPRA (Public Procurement Regulatory Authority) on 24th June 2021: 10 days after award (copy attached).
Up to now PPRA are still sitting on the document to allow KNH enter into contracts hurriedly and swiftly make payments. Even after all that is done we will be here to get JUSTICE.
