Kisii Governor James Ongwae
A crisis is looming at GWASCO Kisii where the two County governments of Nyamira and Kisii C.E.C.Ms led by Mr. Maiko and Charles Onyancha former Bonchari MP and impugned Ag. Secretary Counsel Edward Begi have arm-twisted the authority. They made a coup against the duly authorised management together with Patrick Lumumba, Governor James Ongwae in handling the mandate, decisions and operations of the Board for their own selfish interests.
A 91 million shillings grant kill has made the two ministers, impugned acting secretary, Patrick Lumumba, his wife Isabel Lumumba and James Ongwae keen on sharing.
To manage the loot, Ongwae conspired with C.E.C Amos Andama and his wife to open another GWASCO account for the grant to be deposited.
Ongwae positioned Mrs Isabel Lumumba in a skewed process as Director around April 2021 in readiness to loot GWASCO which was expecting a grant of about Ksh.100 million shillings.
Together with her, Ongwae appointed without a board resolution Acting Managing Director Robert Ongeri, Deputy managing director Shem Onchiri and Elvis Masiga as signatories GWASCO ECO BANK
The first attempt to open an account with Equity bank was thwarted by the manager who sought CR12 to confirm the authenticity of the signatories. The board and CR12 list Managing Director Lucy Wachira, Chairman Carnal Charles Moturi, Finance Manager Thaddeus Mogesi, Directors Jemimah Mosegere, David Obure and Obadiah Kiboma.
These conduits managed to open an illegal account Number 6622007422 through the manager ECO Bank wife to Moses Andama against the registrar of parties and Central Bank laws and regulations.
These financial bandits have to date withdrawn about 40 million.
The Board and top management of the company are worried that if this level of corruption of the two is not tamed, the third parties like WARMA, KPLC, chemical suppliers, workers who have not been paid their salary arrears will continue to suffer. This is a result of Eco bank manager allowing strangers to open and operate an illegal account without approved CR12 approval from the registrar of companies.
The Kisii county corruption mafia who have blocked the current signatories from accessing the eco bank account have exhibited extreme impunity.
The Board has maintained anybody interested in the post of MD should meet the requisite requirements and qualifications as earlier advertised.
Sadly, the acting Company secretary resorted to a junior officer at Job Group H and appointed Robert Ongeri acting Managing Director. ROBERT ONGERI is a famous scandal in the water sector.
He sold over 500 water mitres, over 3000 pipes, numerous illegal connections that he was trading on. In an audio record leaked, he threatened the current Ag Managing Director to behave by paying the scrupulous companies of interest. I quote, "On this one, you must behave or else.... you will know what I can do." Andama threatened.
Illegally Acting Secretay Edward Aboki Begi has called for a meeting through a memo on 7th January at Nyamira GWASCO offices. Among top issues to discuss;
- Change of directors
- Appointment of the company secretary.
The self-proclaimed counsel Edward Aboki Begi was ordered by the court not to act on himself or the 6th Respondent in a petition filed to address the GWASCO issues.
The petition highlights a number of corruption issues and embezzlement of close 200 million, illegal appointments and operating illegal accounts not confirmed by WASREB as leaked.
It defeats logic, therefore, why ONGWAE is undermining the law and the constitution. The resident of Kisii is amazed at the everyday loots that take place and appeal to graft fighting institutions to intervene and help salvage the lost billions to personal known pockets.
