A government vehicle previously assigned to former KEWASCO Managing Director, Mr. Kibii Siele, is at the centre of controversy after reports emerged indicating the ex-official continues to use the car for personal errands weeks after the expiry of his contract. Concerns over public asset misuse have emerged as former KEWASCO boss Erick Siele is accused of retaining and privately using a government vehicle post-contract.
The navy blue Toyota Rav4, registration number KCR 011J, which had originally been fitted with official government blue number plates during Mr. Kibii Siele’s tenure, has reportedly been converted for private use in the weeks following the end of his contract.
Despite the clear protocols requiring immediate return of state-assigned property upon exit from public office, the vehicle remains in Mr. Siele’s possession, even though his term as Managing Director of KEWASCO officially came to an end on 2nd July 2025.
Multiple concerned individuals and local observers have reported seeing the vehicle frequently in public, often being used for activities unrelated to any official government function, including being driven by persons described as Mr. Siele’s close associates, believed to be individuals from his home area in Kericho.
Notably, on Tuesday afternoon, the same vehicle was reportedly spotted being driven at high speed along the Kericho–Nakuru Total Highway, in an incident that drew attention as it was closely followed by a grey Subaru Forester said to be registered to the Kericho County Officer for Water, further raising questions about coordination and use of official resources. Mr. Siele’s contract lapsed effective 2nd July 2025. To this moment he is still using the car for personal errands and even occasionally driven by his village goons. The matter regarding the said government vehicle has been reported to the Kericho County Commissioner, DCIO Kericho, GoK Check Unit and an OB report made at Kericho Police Station. This afternoon, the vehicle was spotted driven in manic speed along the Kericho-Nakuru Total Highway followed closely by a Subaru Forester belonging to the Kericho CO for Water. In response to these sightings and emerging concerns, the matter has now been escalated to several oversight and investigative offices for review and action.
A formal report was lodged with the Kericho Police Station and entered into the official Occurrence Book (OB), signalling the seriousness with which the incident is being treated. Additionally, further complaints have been filed with key institutions, including the Office of the County Commissioner, the local Directorate of Criminal Investigations (DCI) office in Kericho, and the Government Check Unit, all of which are mandated to handle issues related to public resource accountability.
The continued possession and apparent personal use of a government-assigned vehicle by a former county official well after the expiry of his tenure has sparked renewed concerns over lax asset recovery procedures, potential misuse of public property, and a broader pattern of weak enforcement mechanisms in county-level governance structures.
