This was necceciated by the complaint lodged by Concern Citizens Alliance, a lobby group in Nairobi, over the construction of a swimming pool in Umoja Primary School, Umoja Estate, Eastlands Nairobi whose costs were overpriced from an initial Ksh5 million to a whooping Ksh18 million.
