CAPTION: Kenya Vision 2030 Director-General Kenneth Mwige Justice is nigh for personnel contracted to the Kenya Vision 2030 Delivery Secretariat (VDS) after the Ethics and Anti-Corruption Commission (EACC) heeded their earlier call to look into allegations of corruption perpetrated by the organization’s Director-General Kenneth Mwige.
This comes after this blog highlighted the plight of suffering staff , who accused Mr Mwige of poorly managing the development programme by practising outright nepotism and actively promoting corruption at the organization.
Two months later, in a letter dated 3, June 2022, the Deputy Director of Ethics Compliance at EACC, Dr Patrick Owiny wrote to Mr Mwige, seeking his office to facilitate investigations into allegations of irregular recruitment overseen by his office. “To facilitate our investigations, the Commission requests that you provide us with certified copies of recruitment documents belonging to Flora Mwala - Senior Administrator, Dean Mutwiri - Administrator, and Fred Odhiambo - Chief ICT Manager,” the memo reads in part.
To help in probing extensive fraud at DVS, the agency also obtained copies of the list of applicants, shortlisted candidates, names of panellists, appointment letters, interview scoresheets, recruitment reports as well as minutes of the board that approved the unlawful enlistment. “Our officers Jackson Mwai and Michael Ngare will be available to collect the documents on or before 14th June 2022,” the letter from EACC concludes. With the help of a reliable source at DVS, this author’s article in April 2022 revealed how Mr Ken Mwige caused distress at the government-funded conglomerate when he blatantly acted against the law and fraudulently hired 3 staff members through a skewed recruitment process.
Apparently, the new employees simply show up to work, their paperwork is processed, details backdated and just like that, they have themselves a new job at the expense of a polite token of appreciation to the Director-General.
In the assertions anonymously presented to us, the insider further explained that this culture of dishonesty and deceit extends deep into all the corners of the Vision 2030 Delivery Secretariat.

It was this deteriorating situation that forced a section of jobholders at the programme to take it upon themselves and report the malicious activities to the EACC with high hopes that the long arm of the law would catch up with the culprits.
Below is how one employee at DVS has reacted to the latest development. “Thank you, Cyprian, for highlighting the corruption perpetrated by Kenneth Mwige of Kenya Vision 2030 Delivery Secretariat. Thanks to your story, the EACC has moved to investigate the fraud as per the attached letter. I hope the EACC will not be bribed to cover up the fraud but to expose it.
