The recent auditor general's reports pertaining to spending in various ministries have exposed deep rot within the state departments. The National Drought Management Authority has also not been left behind pertaining this wastage and plunder of public resources.
The corrupt agency is headed by some misguided fella called Mr James Oduor and it remains a mystery why the Directorate of criminal investigations and the Ethics and Anti-Corruption Commission have not raided this agency as the anti-corruption purge wheels revolve.
When contacted by the auditor general, Mr James Oduor would not show how it identified the beneficiaries of the cash and the rates used for payment, revealing that a lot of fraud might have happened.
Ouko notes that the authority declined to provide documents meant to show how Ksh. 1.7 Billion under the Hunger Safety Net Programme was utilized.
In the report that was tabled to the national assembly, the authority could not duce further document that could ascertain how Ksh. 2.3 Billion poor taxpayers money was utilized.
Records from the agency give figures that do not add up or are not verifiable exposing an agency that engages in the plunder of public resources instead of helping the needy.
The auditor general's report has exposed many government institutions and it is time for accountability institutions to arrest those mentioned, and recover the monies that have been laundered through the illicit financial system.
