A multi-million scandal has surfaced at Narok county government with Governor Samuel Tunai in the spotlight.
It involves executive committee members as well as senior officers in the county assembly who have taken part in deals that have led to misappropriation of public funds by the county government. Public funds are being lost through allocations and payment to projects which do not exist on the ground after investigations singled out projects fully paid by the county government and said to be completed yet they do not exist.
The controversial tenders are number NCG/RD/064/2014/2015. This tender is for improvement and gravelling works on Paka Nyeusi-Mashangwa Road section, an 18 kilometre stretch at a cost of Sh19,924,000. The tender was awarded singlehandedly to Flywheel Engineering and Construction Limited raising concerns of abuse of the procurement procedures as prescribed by law.
Then there is tender number NCG/RD/075/2014/2015 for the improvement and gravelling works on Sankale-Topot Road, a stretch of 20 kilometres where Sh19,925,000 was paid to Gorgeous Construction Ltd associated with a senior finance manager at the county.
Tender for gravelling of Menenkuar- Pimbniet, 45 kilometre road was done without due diligence.
The above amount includes prime cost and provisional sums that were to be expended only on prior authorisation based on the recommendation of the engineer and the date work was to commence. For Paka Nyeusi-Mashagwa road project, the contract period was 16 weeks from the commencement date and completion date of the contract was to be not later than the said period but nothing was done to show off.
Another controversial project is tender number NCG/PAN/088/2015-2016, for proposed construction of water pans, parcel belonging to Salaton Kisio.
The county government spent Sh2, 693,520 after the director for water and sanitation contracted Flywheel Engineering and Construction Company which was paid under NCG/Letter/Award/Vol III 116.
Then we have tender number NCG/Works/057/2014-2015 for the proposed renovation and partitioning of the boardroom, director and chairman’s offices and the medical boardroom office.
On this, Sh3,491,994., was paid to Fly Engineering and Construction Ltd where the chief officer housing Narok county was contracted but no project was ever done. The chief officer for medical services received a letter from the county works office on February 3 2016 for renovating Narok County Referral Hospital, something that never happened after Flywheel Engineering and Construction Company was paid the money.
Another controversial project is tender number NCG/Pan/089/2015-2016 for the proposed construction of water pans, parcels belonging to Pasea Kerema where Sh2,678,000 was paid to Gorgeous Construction Ltd on letterhead NCG/Letter/Award/Vol III (115) of dated October 1 2015 after the director for water and sanitation Narok county was involved in the project that has never taken off the ground
