CAPTION: Auditor General Edward Ouko An report from the Auditor General Edward Ouko has put Kisumu County under the spot over a the purchase of daily cows worth Ksh. 3.7 million. According to the report, the county's Agriculture department allocated the money in the 2017/18 financial year for the purchase of 27 daily cows. Records, however, show that only one cow was availed for audit with the rest nowhere to be seen. According to a delivery note produced by Mr. Ouko, the cows were delivered in a truck in May 2017 but the registration number was missing. Mr. Ouko also wonders why the county government did not inform other bidders who lost the tender as is required by the Public Procurement and Asset Disposal Act 2015. The report adds that...
