Kasarani Police Flouting the Law on the Behest of Double M Owner Mary Mwangi

The law is the law and it stands to give justice to the weak. At Kasarani Police Station that is not the case. DCI officer Justin Mutwiri and his gang have made life hell for Lydia Mukami Nyambura.

For nearly eight years they dragged her through Makadara Law Courts. First Criminal Case No. 1056 of 2019. Then they changed it and consolidated it into Criminal Case No. 1211 of 2019. The story they pushed was about KSh 2,980,000 that landed in her Family Bank account. Lydia has always said that money was a debt repayment. She took papers to court. She says even the complainant herself called it a debt repayment. DCI still went into her bank account with no court order.

She ran everywhere. DCI headquarters. DCI Nairobi Region. ODPP. Inspector General. Internal Affairs. Every door told her the same thing: go back to court. She went back to court.

After eight years the prosecution withdrew the case under Section 87(a) of the Criminal Procedure Code. She was discharged on 24 June 2026. The prosecution could not produce witnesses. DCI Kasarani would not even bring the police file for more than four years, even with court orders and summons. In eight years only the complainant and her personal assistant testified. That was the whole case.

The circus was supposed to end there. It did not.

Her motor vehicle KCM 536P is still locked at the station. They said it might have been bought from proceeds of the alleged offence because it was paid from the same account. The case is dead. The car is still there. Court orders to release it fall on deaf and rude ears. Officers are summoned to show cause why they are still holding it after eight years. They do not come.

On 12 August 2026 she went to court again over that vehicle. The magistrate was tired of Kasarani DCI ignoring the court. He told her to report them to IPOA and gave her a physical summons to take to the station.

The next day, 13 August 2026, they rearrested her. She says she was mistreated in custody and needed a doctor. A human-rights defender who was with her pushed for police bond so she could get treatment. She is still on bed rest.

That same 12 August, after she left court, a woman she had seen in court came from behind and tried to attack her with a knife. The defender stopped it. Two men nearby walked off. The woman joined them. Lydia believes it was planned. When she tried to report at Kasarani they refused her an OB. The defender is ready to give a statement of what he saw with his own eyes.

IPOA already has the complaint. Reference IPOA/CMU/4019/2026. She is ready to work with them.

Now they want to start a fresh case. After eight years of no evidence. After failing to attend court. After holding her car. After ignoring summons that are still in force, with the next date 2 November 2026. What case do they suddenly have that they did not have for eight years?

This file has been changing like underwear every time it hit a dead end. That is how it has been since 2018, when Mary Mwangi of Double M came to Lydia talking partnership for a petrol station, took her money, then pretended she did not know her. Lydia spent four months in remand on a fake charge sheet. Officers kept rewriting the charges. She says those officers have been on the payroll.

In March 2019 she was held from 25 to 28 March with no court order and no production in court. She says male officers mistreated her. In 2023, after she asked for help, they threatened her with a forgery case. When that threat went public through bloggers it died.

Now her children are being followed. People ask where they live and where she is. Unknown numbers call and stay silent. After she left custody, unknown people showed up at the clinic where she was being treated. The doctor warned her.

Lydia is sick. She is traumatised. She is afraid for her life and for her children.

She is not asking anyone to jump the courts. She followed the courts. The courts summoned the officers. The officers refused. Then they arrested her for taking the summons the magistrate gave her.

The question is simple. Who is above the law at Kasarani? Why is Mary Mwangi’s matter still running the station, the investigating officers and the delay at Makadara after the case itself collapsed?

Lydia Mukami wants three things; her vehicle KCM 536P released, the harassment stopped, and protection for her and her children. She has the papers. She will put them before any independent body that is ready to look.

Eight years is enough. Holding a discharged woman’s car and restarting a dead file is not investigation. It is punishment. Justice denied.

Can't the police bosses look into this?
