The government has released Sh18.5 billion in school capitation, but education stakeholders say the allocation still leaves schools about 28 percent below expected funding levels.

Schools are relying on the money to pay suppliers, maintain operations and prepare learners for the term, but administrators warn that accumulated funding gaps have left many institutions heavily indebted.

The shortfall affects food, utilities, learning materials and examination preparation, adding to financial pressure already facing public schools.
