President William Ruto has appointed defeated United Democratic Alliance (UDA) candidate Samuel Muchina Nyaga to the Nairobi Rivers Commission (NRC), just days after his heavy defeat in the July 16 Ol Kalou parliamentary by-election.
The appointment, which takes effect immediately, was confirmed in a Special Gazette Notice dated July 22, with Muchina replacing Amos Chege Mugo, whose appointment to the commission has been revoked.
The move comes less than a week after Muchina suffered a resounding defeat to Democracy for Citizens Party (DCP) candidate Sammy Douglas Kamau in a by-election widely viewed as a major political setback for the ruling UDA party.
The appointment is expected to fuel debate, coming amid calls from sections of Kenya Kwanza leaders urging President Ruto to accommodate Muchina in government following his unsuccessful bid for the Ol Kalou seat.
As a member of the Nairobi Rivers Commission, Muchina will help oversee one of the government's flagship environmental restoration programmes aimed at cleaning up and rehabilitating the Nairobi River Basin.
The commission is mandated to coordinate national and county government agencies, environmental regulators, private sector players and community organisations in efforts to reclaim polluted rivers, restore ecosystems and transform Nairobi's waterways into sustainable green-blue infrastructure.
Its members are also responsible for providing strategic oversight of river restoration projects, ensuring compliance with environmental laws, coordinating stakeholder engagement and promoting public participation in conservation efforts.
Additionally, the commission is tasked with mobilising funding for long-term rehabilitation projects, including establishing financing mechanisms and a dedicated trust fund to support the regeneration of the Nairobi River Basin.
Muchina's appointment comes amid a fresh wave of changes in government appointments by President Ruto.
On Tuesday, the Head of State named former police spokesperson Charles Owino as the new Government Spokesperson after redeploying him from the Ministry of ICT. He also nominated former Kenya National Union of Teachers (KNUT) Secretary General Wilson Sossion and Antonina Lentoijoni to the Teachers Service Commission (TSC) board, with the nominations awaiting parliamentary approval.
The latest appointment underscores the President's continued reshuffle of key state institutions, even as political attention remains fixed on the fallout from the recent by-elections and preparations for the 2027 General Election.
