The Ethics and Anti-Corruption Commission (EACC) has arraigned Gilbert Momanyi Maturwe, a director of Gimo Security and Investigation Services Ltd, over an alleged procurement fraud involving a Sh5.4 million security services contract awarded by Keroka Technical Training Institute.
According to EACC investigations, the company was contracted to provide security services at a cost of Sh257,000 per month over two financial years. However, investigators allege that despite deploying fewer security guards than required under the contract, the company continued receiving full payments.
EACC further claims that a Tax Compliance Certificate submitted during the tendering process was falsified and did not originate from the Kenya Revenue Authority (KRA) system.
The Office of the Director of Public Prosecutions (ODPP) approved charges of procurement fraud, uttering a false document, and fraudulent acquisition of public property.
Maturwe appeared before the Kisii Chief Magistrate's Court, where he pleaded not guilty to all charges. He was released on a cash bail of Sh1 million or a bond of Sh2 million with two sureties of a similar amount and ordered to deposit his passport in court.
The case will be mentioned on July 6, 2026, for further directions.
