Government vehicles assigned to security agencies are intended to support official operations, enhance public safety, and facilitate service delivery in remote and insecure areas.

In regions that have historically experienced banditry, livestock theft, and insecurity, specialized security units are expected to utilize public resources strictly for official duties and in accordance with the law.

The government has invested heavily in restoring peace and stability in parts of the North Rift and Kerio Valley regions. Security operations involving the National Police Service, Anti-Stock Theft Unit, Administration Police Service, and other agencies have consumed significant public resources.

As a result, any allegations suggesting misuse of government assets or collusion with criminal networks are matters of public interest that deserve scrutiny and investigation.

Members of the public often rely on security officers not only for protection but also as symbols of law and order.

When concerns emerge that some officers may be abusing their positions for personal gain, it undermines public confidence and potentially weakens ongoing efforts to combat insecurity in affected areas.

I am from Kapedo, Suguta area in Turkana County, and I would like to raise concerns regarding what I believe is the misuse of a government vehicle assigned to the Administration Police Service.

For a long time now, I have observed an APS RDU lorry that is being used for private business instead of official government duties.

The vehicle is being driven by an officer known locally as PC Paul Naibei (not sure is his real name). According to what many residents have witnessed, the vehicle regularly ferries passengers and goods between Kapedo and Marigat.

Passengers are charged KSh500 per trip despite the vehicle being a government asset meant for security operations.

In addition, I have observed the same vehicle transporting commercial goods on a regular basis.

What worries me most is that the vehicle is being used to ferry goods belonging to traders operating in areas that have historically been associated with insecurity and banditry concerns.

At a time when the government is spending enormous resources trying to curb criminal activities and restore order in the region, it is disturbing to see allegations that some officers may be facilitating activities that undermine those efforts.

I have also witnessed incidents where members of the public have allegedly been harassed by individuals operating the vehicle whenever questions are raised about its activities.

Many residents are afraid to speak openly because they fear retaliation from those involved.

As a taxpayer and resident of this region, I believe government vehicles should be used for official purposes and not as private businesses generating income for individuals.

If these allegations are false, then the relevant authorities should investigate and clear the matter.

If they are true, then appropriate action should be taken.

I have attached photographs that I believe may assist investigators in establishing the facts.

I am therefore appealing to Interior Cabinet Secretary Kipchumba Murkomen, the Inspector General of Police, the Administration Police Service leadership, and all relevant oversight agencies to investigate the alleged misuse of this government vehicle and determine whether public resources are being abused for personal gain.

The people of Turkana deserve accountability, especially in a region where security remains a sensitive issue.
