CA under Pressure to Ease Chief Executive Hiring Terms

Published on June 8, 2020, the Communications Authority of Kenya (CA) is under pressure to recall an advert seeking a new chief executive with demanding qualifications.

The ICT Association of Kenya (ICTAK) has given the CA chairman three days to recall the notice, citing that the requirements breach State corporations guidelines and favour a limited number of people.

According to ICTAK, the demand for applicants to have a post-graduate degree and experience in a regulatory environment is outside the guidelines and tailored for a specific group of individuals.

ICTAK's lawyer, Adrian Kamotho, stated in a letter that the CA's appointment criteria are 'illegitimate' and 'customised to favour a preferred candidate at the expense of constitutional tenets of fair competition and merit.'

The CA, however, responded that the executive order No. 7 of 2015 sets out minimum qualifications for the appointment of the director-general, which include a degree in the relevant field and at least 10 years of experience.

The CA also argued that the advertisement caters for the unique needs of the position and that the law does not reflect all qualifications for a CEO.
