On June 3, 2020, a French court made a significant decision regarding the fate of Félicien Kabuga, a suspect in the 1994 Genocide against the Tutsi. The court ruled that Kabuga would be transferred to the Residual Mechanism for International Criminal Tribunals (MICT) in Arusha, Tanzania.

Survivors of the genocide have long advocated for Kabuga to be tried in a court with jurisdiction over the crimes he is accused of committing. They argue that a trial in France would be compromised due to the country's role in Kabuga's evasion of justice for over two decades.

According to Jean Pierre Dusingizemungu, president of Ibuka, an umbrella organization for genocide survivors, Kabuga's arrest in Paris and his subsequent hiding there, aided by individuals and governments, raises concerns about the fairness of a trial in France.

Survivors' associations have signed a petition requesting that Kabuga be moved to Rwanda and tried
