High-Tech Dragnet Leads to Capture of Rwandan Genocide Financier

On May 16, 2020, Félicien Kabuga, the alleged financier of the Rwandan genocide, was arrested in Paris after 26 years on the run. The capture was the result of a high-tech dragnet involving international coordination and cooperation.

According to Colonel Émile Émeraux, the head of the investigation team, the operation relied heavily on technical tools, including cell-tower analysis and phone number analysis. The French authorities, who were part of the task force, played a crucial role in locating Kabuga's apartment and setting up a successful operation.

The pandemic presented both challenges and opportunities for the investigation. While it made surveillance more difficult, it also paused the movements of Kabuga's support network, allowing the investigators to determine who was likely with him in the area.

Colonel Émeraux revealed that the team had identified close to 20 persons of interest, which they reduced to five or six by the end of the investigation. By analyzing their movements, communication, and other activities, the team concluded that Kabuga was almost certainly in the specific area where he was eventually arrested.

Kabuga's tradecraft was impressive, with more than 20 different identities and three different passports. However, the investigators believe that these passports were not fake or stolen, but rather delivered by competent authorities with the correct stamps on them, likely as a result of corruption or other forms of interference.

Colonel Émeraux emphasized the importance of staying in close contact with survivors and victims of the genocide, who still live with the trauma of the massacres. He noted that the capture of Kabuga provides some form of relief to those who have been waiting for justice for 26 years.
