China's National Security Legislation for Hong Kong: A Necessity for Sovereignty

On May 22, 2020, the 3rd session of the 13th National People's Congress (NPC) of China convened, with Hong Kong Special Administrative Region (HKSAR) national security legislation on the agenda. This move is crucial for upholding national sovereignty and security, and will contribute to the long-term prosperity and stability of Hong Kong and the greater success of 'One Country, Two Systems.'

Despite being part of China for 23 years, forces seeking to undermine the region continue to attempt to turn Hong Kong into an independent or semi-independent political entity and a hub for subversion, infiltration, and sabotage activities against the mainland.

These actions have severely threatened China's national sovereignty, unity, and territorial integrity, as well as the political and public security in the HKSAR.

As Hong Kong is an inalienable part of China's territory, the Central Government has both the right and the obligation to safeguard national security in the region.

The NPC, as the highest organ of state power in China, has the power and responsibility to deliberate on legislation for upholding national security in the HKSAR, as per the Constitution and the Basic Law of HKSAR.

China urges the international community to respect international law principles and norms, including non-interference and mutual respect for sovereignty and territorial integrity, and to support China's efforts to safeguard national security in Hong Kong in accordance with the law.

"No single country would ever turn a blind eye to actions severely undermining its national security," said the Spokesperson of the Chinese Embassy in Kenya.
