Published on May 22, 2020, a disagreement between the Kakamega County Assembly and the executive over the supplementary budget led to chaos at the assembly.

On May 13, 2020, the Kakamega County Assembly had approved a supplementary budget, but Governor Wycliffe Oparanya declined to assent to it, citing reallocation of funds from the ministries of agriculture and social services.
According to Majority Leader Joel Ongoro, the executive rejected the budget, which had reallocated Ksh 203 million from the agriculture ministry and Ksh 22 million from the social services ministry.
The reallocated funds were meant for the procurement of fertiliser and sporting activities but were instead used to mitigate the effects of floods and fight the COVID-19 disease.
During the session, the majority and minority sides clashed, with the minority opposing the return of the document, claiming the executive was bulldozing the legislature.
