On May 21, 2020, the COVID-19 pandemic was still unfolding in Kenya. In a statement, Health Cabinet Secretary Mutahi Kagwe acknowledged the evolving nature of the crisis.

According to a video interview, CS Kagwe said, 'We continue to review the situation.' This suggests that the government was closely monitoring the situation and adjusting its response accordingly.

As the number of cases continued to rise, the government was forced to adapt its protocols to contain the spread of the virus.
