Kenya: Senate to Introduce Virtual Sittings Amid COVID-19

Published on May 19, 2020, the Senate Business Committee is working on proposed amendments to the Standing Orders to allow virtual sittings.

Senate Speaker Kenneth Lusaka explained that a hybrid arrangement will enable 29 Members of Parliament to participate in proceedings remotely using video conference service Zoom, while up to 28 others remain in the Chamber under physical distancing rules.

The Senate is also searching for a venue that can accommodate all 67 Senators, with the option of finding a larger venue to accommodate all Senators without the need for designation of only some Senators to attend the Plenary.

Senate Leaders Samuel Poghisio and James Orengo welcomed the proposals, saying that Parliament must adopt new innovations to carry out its representation, legislative, and oversight mandate.

"The option of finding a larger venue that can accommodate all Senators without the need for designation of only some Senators to attend the Plenary continues to be pursued and, if adopted, the need for these innovations and adjustments may cease," Senate Speaker Kenneth Lusaka ruled.
