Nairobi MCAs and county assembly workers are yet to receive their April salaries, a delay attributed to a long-standing dispute between County Clerk Jacob Ngwele and Speaker Beatrice Elachi over control of county finances.

According to Nairobi Finance and Economic Planning Executive Allan Igambi, the County Treasury had processed payments for the MCAs and members of staff, but the delay was occasioned by the office of the clerk.

Mr Igambi revealed this during his appearance before the County Assembly’s Public Account Committee (PAC) on Tuesday, stating that he had restored Ngwele as the assembly’s signatory in the Integrated Financial Management Information System (Ifmis) and at Central Bank of Kenya as instructed by Governor Mike Sonko.

However, the dispute between Elachi and Ngwele continues, with the assembly public service board, chaired by Ms Elachi, announcing a change in the assembly’s letterhead after Ngwele was reinstated as the CBK and Ifmis signatory last month.
