Kenya's Health Sector in Crisis: Parliamentary Budget Office Calls for Prioritization

On May 10, 2020, the Parliamentary Budget Office (PBO) released a budgetary estimates review document, highlighting the need for the government to prioritize the health sector in the 2020/2021 budget.

The report noted that the current budget framework has not adequately addressed the challenges posed by the COVID-19 pandemic, particularly in the areas of mass testing and the provision of cash support to those who have lost their livelihoods.

According to the report, the health budget remains 'more or less the same' as in previous years, with only slight upward adjustments to cater for inflationary trends. This is despite the highly unusual environment in which the country is currently operating.

The PBO proposed the creation of an economic stimulus package to address immediate health and income needs, and to provide a roadmap for the next phase of recovery post-coronavirus.

The report also highlighted the need for the strengthening of referral hospitals and enhanced research capacity for the Kenya Medical Research Institute (KEMRI).

President Uhuru Kenyatta had previously directed the Public Service Commission and the Ministry of Health to develop a welfare package to cushion medics who are on the frontline as the country battles coronavirus.

A recent survey by the Population Council revealed that urban populations in Nairobi are facing a serious food crisis, with 76% of slum residents skipping meals.
