Vihiga County Secretary Job: Allegations of Interference and Conflict of Interest

As the Vihiga county grapples with the COVID-19 pandemic, the lobbying for the county secretary position has intensified. According to sources, Philip Gavuna, the current acting county secretary, is a top contender for the position, having scored 95pc marks out of 100pc in the pre-shortlisting stage.

Gavuna, a banker, is reportedly being pushed for the position by former Chief of Staff Noah Okaya, who introduced him to the governor and is said to be a long-time friend of Governor Ottichillo.

However, the selection process has been marred by allegations of interference and conflict of interest. The board has shortlisted 10 candidates, including Gavuna, but some members have expressed concerns that the process is being influenced by external factors.

One member of the board has even written to the Members of County Assembly (MCAs) questioning the process, and the matter has been referred to the Ethics and Anti-Corruption Commission in Kisumu for scrutiny.

It is worth noting that Gavuna has not resigned as the acting county secretary and head of public service, which raises concerns about conflict of interest and unfair competition to other candidates.

The selection process has been criticized for violating Chapter 6 of the Constitution, which deals with leadership and integrity. Civil societies in Vihiga are closely monitoring the situation and have vowed to take action if the process is not transparent and fair.
