Libyan Rivals Agree to Ceasefire in Moscow

On January 13, 2020, a senior Libyan official announced that the head of Libya's UN-recognised Government of National Accord (GNA), Fayez al-Sarraj, and his rival, strongman Khalifa Haftar, were expected to sign a ceasefire agreement in Moscow.

The signing of the agreement was seen as a crucial step towards reviving the political process in Libya, which has been plagued by conflict since the 2011 NATO-backed uprising that killed long-time dictator Muammar Gaddafi.

Libya's head of High Council of State, Khaled al-Mechri, stated that the agreement would pave the way for the revival of the political process, and that he would accompany Sarraj to Moscow.

Parliament speaker Aguila Salah would travel with Haftar, as both sides in Libya's conflict had agreed to a ceasefire from Sunday to end nine months of fighting.

On the eve of the signing, Sarraj called on Libyans to 'turn the page on the past', saying, "I call on all Libyans to turn the page on the past, reject discord and to close ranks to move towards stability and peace," in a short televised speech.
