On January 11, 2020, Uganda's President Yoweri Museveni sent a secret advisory to his long-time allies, Kenyan President Uhuru Kenyatta and Raila Odinga, warning them not to allow Miguna Miguna into Kenya if they care about the East African region's peace.
Museveni compared Miguna's ideologies of rowdiness and civil unrest to those of Ugandan musician and politician Robert Kyagulanyi Ssentamu, alias Bobi Wine, who has faced oppression and suppression from the Ugandan government for raising dissenting voices.
General Museveni urged Uhuru Kenyatta to employ any necessary measures to maintain the calm in the region, citing the historic reconciliatory handshake between Uhuru and Raila as a reason for the region's current peace.
"Since you shook hands with your nemesis, the East African region has experienced a surge in trading activities. You have my blessings in whatever measures you undertake to maintain the prevailing calm," Museveni wrote in the confidential advisory.
Miguna Miguna was forcefully deported in 2018 after presiding over a mock swearing-in of the then NASA Presidential candidate, Raila Amollo Odinga. His previous attempts to access the country have been thwarted by both legal and illegal means.
