This archive report was first published on 9 January 2020.

As of December 8, 2019, Deputy Inspector General of Police Edward Mbugua had directed regional, county, and formation commanders to facilitate the compliance of senior officers with the vacate orders.

According to a memo, the officers in question were occupying houses reserved for junior operational officers, including police constables and non-commissioned officers.

Despite receiving notice to vacate and in some cases even having their salaries stopped, the officers continued to occupy the houses with impunity.

Chief Inspector Japheth Makembo, IPs Daniel Toroitich and Phibby Mutireh, and others were among those who had been transferred to other counties but still retained their houses in Nairobi.

Chief Inspector Esther Akoth, attached to the Directorate of Criminal Investigations – Kiambu offices, was also still retaining her house in Nairobi.

Others, including IPs Fred Simiyu and Jeremiah Lekoken, were still residing in houses at Westpark apartments, despite being transferred to other counties.
