On January 8, 2020, Miguna Miguna, a Kenyan-Canadian lawyer, was blocked from traveling further after a red alert was issued against him in Germany.
Col. Cyrus Oguna, the government spokesman, admitted that the Kenyan government indeed issued the red alert over what he termed as Miguna's 'unruly behavior.'
Col. Oguna stated, 'Miguna was unruly and that went against international regulations put there by the International Civil Aviation Organization (ICAO) Annex 17 which prohibits any unruly passengers to travel.'
Miguna, however, rubbished the request saying he fears for his life, further pointing reference to journalist Jamal Khashoggi – a Saudi government critic – who was killed when he visited a Saudi consulate in Istanbul.
According to Col. Oguna, over 3,000 Kenyans have applied for passports abroad and have been issued with them, why is Miguna not willing to do that?
Miguna responded, 'Because you (government) took Miguna's passport illegally from his house in Nairobi. My passport was not lost, and my passport did not expire in 2018 when you took it…you took the passport illegally from me and then went and destroyed it.'
He further castigated Col. Oguna and, by extension, the Kenyan government telling them to obey the recent court order directing them to facilitate his entry into the country.
