On January 8, 2020, the Kenyan government attributed Miguna Miguna's travel woes to his unruly behavior, as defined by International Civil Aviation Organization standards.

Government Spokesman Colonel [retired] Cyrus Oguna clarified that Miguna was listed as an unruly passenger in March 2018, following which airlines were allowed to prohibit him from traveling.

According to Oguna, Miguna's behavior posed a threat to Kenya's key strategic interests, including the Category A1 status of the Jomo Kenyatta International Airport.

"This unruly behavior had the potential of threatening the Category A1 status of the Jomo Kenyatta International Airport, which took the country a lot of effort to achieve," Oguna said.

"This category certifies that we have put in place all the necessary safety and security measures in all our airports. This is an accomplishment that we are committed to jealously protect," Oguna added.

Despite the government's claims, Miguna was denied boarding on two separate flights, one in Germany and another in France, on Tuesday morning.
